Every time I run my virus protection program, it finds ''locked folders'' which it can't access and check.
1)How do I unlock them?
2)Or should I if I can?
3) Please explain what they are and why they're there.

It sounds like these are either system files, or indeed some form of virus/trojan/etc. Find the location, and name of these folders, and search on Google, if these are system files, or even harmfull folders there are various sites that rate such things in danger. If it is rated harmfull, delete it without putting it in the recycle bin (shift+del) If it's a system file leave it and tell your Antivirus to ignore it. I wouldn't worry too much, if it was a regularly used harmfull method your antivirus or firewall would be programmed to detect it.

That is where Bill Gates keeps all of his secret files on Windows users so he can blackmail people later. :)
It's OS files which you shouldn't F with unless you know WTF you are doing which you obviously don't or you would know how to unlock them. Maybe you don't have an admin account though.
